Prison reform not in the state spending plan
Prison system is at 132% capacity

The House added millions in spending to the Governor's budget when passing its version of the spending plan. But one thing that was taken out was sentencing reform for the state's prison system, even as the inmate population is expected to grow by nearly a fifth in the next ten years in a system that some say is already dangerously overcrowded.
