For more than a year, a plan from Ohio Gov. John Kasich to shift taxes has gone nowhere.  Kasich wants to raise the severance tax on oil and gas drilling, and use the revenue to lower the state income tax. State legislators have ignored the idea and haven't even given it committee hearings. But this week, key leaders began predicting it will become reality next year. Statehouse correspondent Bill Cohen reports.
