The plan took about a year to create and cost $350,000. It could take a decade to carry it out, and cost a quarter of a billion dollars.

Reducing city infrastructure demolishing blighted areas and investing in downtown, the Aultman and Mercy hospital neighborhoodsand Hall of Fame Village are key elements.

City Council President Allen Schulman says funding would be half private and half public.

“It’s probably going to cause the city to look at a tax increase and other sources of revenue for what is an extraordinary undertaking for our city.  And I believe that once the city understands this plan, the community will bite the bullet and pass it.”

The plan estimates new taxes could total $70 million over 10 years.

Public meetings on the plan start Wednesday at 6 p.m. at Belden School.
